Seeking the services of a Project Manager – Capability Development on an initial eight month contract until the end of the Calendar year, with likely extensions to support the Program.

Support is required in the following areas:

  • Progressing the L154 Phase 4 project through the Defence Capability Life Cycle (CLC);
  • Procurement of significant equipment related to L154 Phase 4; and
  • Manning current Project Management deficiencies within the Cell.
  • Providing Project Management guidance, advice, and services in accordance with the agreed methodology and the DSS Deed.

Support the establishment of the Governance Framework by:

  • Developing assessment, prioritisation and decision making mechanisms;
  • Developing prioritisation briefing products;
  • Developing decision making guidance; and
  • Establishing and operating governance framework.

Support Stakeholder engagement through:

  • planning, coordinating, preparing and necessary support to conduct of stakeholder engagement for/with:
    • Head Land Capability, DG Systems & Integration and hierarchy;
    • Internal Army Capability Management
    • Interactions with Delivery Agency and SPO
    • Committees – Investment Committee, National Security Investment Committee, National Security Committee of Cabinet.
    • Post G1 Reviews (Capability Manager Gate Reviews)

Overseas trip support:

  • Planning;
  • Coordination and booking of overseas trips; and
  • US (Austemb, NAVSEA) Project Delivery.

Industry Engagement Support: 

  • Planning;
  • Commercial research and support; and
  • Planning and preparation to support industry engagement activities

Engagement Management:

  • Planning the engagement requirements – what support is required and forecasting peaks and troughs;
  • Develop the plan and battle rhythm to provide support to Army to deliver items above;
  • Agreed plan for sign off and endorsement by start date +2 weeks;
  • Commercial and deliverables management:
  • Weekly meeting to prioritise activities and focus of work;
  • Provide a weekly status report, format and content to be agreed, to include commercial update (negative reporting approach);
  • Report monthly against agreed milestones in the support plan, to include commercial update (negative reporting approach);
  • Manage and update agreed deliverables as required.

Knowledge and Expertise:

  • Defence knowledge – context, drivers, language, required capability outcomes, purpose;
  • Project and Program Management experience;
  • Capability Life Cycle and Capability Management experience;
  • Government approvals experience;
  • Financial Management experience;
  • Stakeholder engagement skills;
  • Ability to form Defence networks to achieve outcomes efficiently; and
  • A proven history of delivery/performance.
